A brief overview
 
What is a cluster ? Clusters are individual houses in a community where the owners own their own individual stands ranging from 200 m² to 1000 m² in size. The houses are built according to a theme, colours and alterations must conform to the theme. The owner is responsible for all rates, electricity, water consumption for the house & stand as well as all maintenance.

Types of Clusters

Gated community
 
The cluster is in a complex that is access controlled. A residents association is formed which collect a "levy" for the communal water & electricity usage, rates & maintenance for the internal roads, security expenses, and maintenance of the communal areas. All communal area is owned by the residents association.
 
Non-gated community
 
There is no access control to the community - only the individual stands have their own security. The roads in the community are generally cul-de-sacs. The municipality is responsible for the maintenance of the internal roads
 
What is sectional title? In sectional title, you purchase a sectional title unit (the townhouse / flat / garage / carport/ s/q - if separately registered in sections) together with a exclusive use of a garden, carport, garage, store-rooms, S/Q - if not separately registered as sections. The use and enjoyment of the unit and communal areas are subject to the rules of sectional title and those of the body corporate.
 
Types of sectional title
 
Simplex garden townhouse, Ground floor, own garden, no-one above, Garden townhouse, Ground floor, own garden, unit (s) above, Upstairs townhouse, 2nd floor upwards, no garden - usually own balcony, Duplex townhouse, Ground floor, own garden, set on 2 + floors (beds usually on 2nd floor), Flat, No garden, usually in a block, own balcony
 
What is a levy? Your contribution to the rates & taxes, general water consumption, communal lights, security, building insurance, maintenance & repairs etc. is determined by your PQ (participation quota) registered in the sectional title plans (available at your local council). Your levy normally only excludes your personal electric consumption
